Two national level discussion on PRSP

A day long open discussion session on PRSP was held at the Planning Commission NEC Building on March 14, 2004. The open discussion focuses on the poverty reduction strategic planning by integrating the views of different groups of people at the national level.

Mr. M. Saifur Rahman, Hon'ble Minister for Finance & Planning, Government of the People's Republic of Bangladesh inaugurated the session as the Chief Guest. Dr. Kamal Uddin Siddiqui, Principal Secretary to the Prime Minister chaired the opening session while the welcome address was given by Dr. Quazi Mesbah Uddin Ahmed, Member, Planning Commission.

Thematic Group Discussion was held under the following 13 different groups:

  1. Macro Economic Stability and Reformation of Economic sector
  2. Private Sector Development
  3. Infrastructure (Road, Rail, Inland Water Transport, ICT and Telecommunication) and Electricity, Energy and Power sector development
  4. Good governance (Civil Service, Judiciary, Law and order, Local Government)
  5. Health (Population Control, Nutrition and Sanitation)
  6. Education (Primary education, Mass Education, Women Education, Technical and Vocational Education)
  7. Development of Women and Children and establishment of their rights
  8. Rural Development (Food Security, Disaster Management, Social Security, Micro Credit, Non-farming Activities, Job creation and growth center development )
  9. Agriculture (Grain, Special crops, Forestry, Fisheries, Livestock, Agricultural and Organic Technology)
  10. Environment (Forestation, Biodiversity, Land Improvement and Usage, Safe water)
  11. Water Management
  12. Indigenous and disable (physically, mental and social) People
  13. Housing

Moyeen Khan flings PRSP book to floor, calls it a trash


A cabinet minister threw away the Poverty Reduction Strategy Paper (PRSP) at a seminar here yesterday, terming it a worthless document.

"There is no focus on the use of technology or exercising local knowledge in the 300-page PRSP book. It is worthless and carries no importance to me," said Science and ICT Minister Moyeen Khan at the seminar, attended by donors and other stakeholders.

World Bank country director Christine I Wallich and economist Hossain Zillur Rahman, one of the authors of the Poverty Reduction Strategy Paper (PRSP), appeared to be embarrassed at the minister's act of disapproval.

But, the country director of another donor agency, Hua Du of the Asian Development Bank (ADB), was seen smiling.

Besides rejecting the relevance of the strategy paper in the country's context, the minister further questioned the merit of printing the picture of Sangsad Bhaban on the cover of the 300-page PRSP book.

"The document was not placed before parliament for discussion, so what is the justification of printing the picture?" the minister questioned.

He apprised the meeting that the document was supposed to be tabled on the parliamentary standing committee, but it was not done because of floods. "It is a lame excuse," said the minister.
In his 35-minute speech as chief guest at the seminar, Moyeen Khan also came down heavily on the role of the multilateral funding agency, World Bank, and the Transparency International, Bangladesh (TIB) for their orchestrating campaigns against corruption.

Economic Research Group and Commonwealth Secretariat jointly organised the seminar on 'Monitoring Donor Support to Bangladesh's Poverty Reduction Strategy: Rethinking the Rules of Engagement' at Dhaka Sheraton Hotel.

Continuing his tirade over the poverty-reduction strategy, Moyeen Khan said the PRSP has been formulated in keeping with the interest of the donors, not suiting people's needs.
Poverty Reduction Strategy Paper is a development strategy prescribed by donors for the poor countries of the world. Country paper on the strategy has to be homegrown, suiting the needs of such a particular nation.
